Rosa Parks statue to be unveiled at Capitol

WASHINGTON (AP) ? Civil rights activist Rosa Parks is taking her place among American historical figures in the U.S. Capitol.

President Barack Obama and top leaders in Congress are scheduled Wednesday to help unveil a 9-foot likeness of Parks in Statuary Hall.

Parks helped invigorate the civil rights movement in December 1955 when she refused to give up her seat on a bus to a white man. The act of defiance led to a bus boycott that lasted a year and eventually helped desegregate Montgomery, Ala., city buses.

But decades before and after, she actively worked to bring about racial justice by pressing for voting rights and investigating sexual assaults of black women by white men.

South African police, a force in turmoil

JOHANNESBURG (AP) ? The job of the South African police is to fight one of the highest crime rates in the world. Instead, the force stands accused of contributing to it.

On Thursday, the release of a video showing uniformed police binding a taxi driver to the back of a police vehicle and dragging him ? the man was later found dead in a police cell ? shocked South Africans long accustomed to stories of police misconduct.

At a bail hearing for Oscar Pistorius last week, a magistrate harshly criticized a police detective for shoddy work in the investigation into the murder case against the double-amputee athlete, who is charged with killing his girlfriend. And last year, police fired into a crowd of striking miners, killing 34 in a convulsion of violence that reminded many of the worst excesses of the apartheid era.

These high-profile episodes cap a steady flow of allegations of police misconduct, whether in top rank corruption, prosecutions of officers charged with murder and rape, or numerous anecdotes of police pulling over drivers and demanding bribes. Many South Africans mistrust the very institution that is supposed to protect them, and the scandals weaken efforts by South Africa to project itself as a model country and a leader by example in sub-Saharan Africa.

"They are there for safety, but we as a people fear them more," said Alfonso Adams, a resident of Johannesburg. "You don't know who to trust anymore."

The Daily Sun, a South African newspaper, posted footage of the dragging incident, which occurred Tuesday and was apparently filmed by several people using cellular telephones. By some accounts, taxi driver Mido Macia, 27, of Mozambique drew the attention of police when he parked in a way that blocked traffic, and then got into an altercation with officers.

"We are going to film this," several onlookers shouted in Zulu as the police roughly subdued Macia. One bystander can be heard shouting: "What has this guy done?"

It remains to be seen whether the succession of scandals will trigger such a groundswell of public outrage that the government will push through reforms to the troubled police. Rape has been a scourge of South African society for many years, but sexual violence remains endemic despite periodic outcries. In the case of the taxi driver who was dragged behind a police van, officers paid little heed to the crowd that gathered, suggesting a sense of impunity has taken hold in police ranks.

President Jacob Zuma condemned the killing of Macia, who died from head and other injuries after he was dragged in Daveyton, a township east of Johannesburg. Some commentators drew comparisons with the 1977 death of anti-apartheid activist Steve Biko, who also suffered head injuries in police custody.

"Members of the South African police service are required to operate within the confines of the law in executing their duties," Zuma said in a statement. "The visuals of the incident are horrific, disturbing and unacceptable. No human being should be treated in that manner."

Brig. Phuti Setati, a police spokesman, told South Africa's Radio 702 on Thursday afternoon that no police had yet been suspended, but said all crimes should be investigated, "irrespective of who is involved."

Johan Burger, a former police veteran and a senior researcher at the Institute for Security Studies in Pretoria, said the force rapidly expanded from 120,000 to almost 200,000 over the past decade, largely neglecting the quality of personnel that it recruited. Two police chiefs lost their jobs; one was Jackie Selebi, given a 15-year prison sentence for corruption after he went shopping with a drug smuggler in exchange for information. Selebi was later released on medical grounds.

"It is a crisis that starts at the top and filters down and it has a huge impact on morale of police on the ground," Burger said, adding that reforms to the police would be a hard, lengthy process.

"It is like trying to fix a runaway bus going downhill," he said.

Police said National Police Commissioner Riah Phiyega planned to hold a news conference on the dragging incident on Friday morning. She was brought in to lead the police as an outsider with a social science and business background, and is the first woman to lead the force.

She removed chief investigator Hilton Botha in the Pistorius case after he made a number of errors in the investigation, and after it was revealed that he faced attempted murder charges stemming from a 2011 incident in which he and two other officers allegedly shot at a minivan while trying to stop it.

"Embarrassing? There is nothing embarrassing for us as the police," Phiyega said. "I am not a judge. We are not magistrates. We cannot say it was a sterling performance, not a sterling performance."

Pistorius, who was released on bail, said he accidentally shot and killed his girlfriend, Reeva Steenkamp, mistaking her for an intruder. Prosecutors say he killed her intentionally after the couple had an argument.

Botha's missteps included misjudging distances, neglecting to wear protective covers while on the crime scene and failing to push for cellular telephone records that would bolster the state's case.

"It is absolutely par for the course," said Nooshin Erfani, the coordinator of Wits Justice Project at Witwatersrand University. "Such ridiculous things happen all the time."

South Africa is also struggling with the fallout from the Marikana mine shootings. On Aug. 16, 2012, a line of South African police opened fire on striking miners, killing several dozen at a platinum mine northwest of Johannesburg. Now a judicial commission is investigating allegations that many were shot in the back as they tried to escape.

"That is a kind of a huge scar on our national psyche," Erfani said. " All of these issues now place even more of a strain on the credibility of the police."

South Africa's high crime rate has fed a gun culture that feeds off the perception that police cannot be trusted to do the job. In a country of 49 million, 15,609 were murdered over the last year.

"They are no deterrent or help," Sheila Rosslee said of South African police. Her husband owns a gun range and is a firearms instructor in eastern Pretoria.

In 2007, she fired two shots at two men who pulled guns on her, slightly wounding one. Even though she gave the police her address and phone number, she said: "They couldn't even be bothered to contact me."

Police, too, are victims.

On Jan. 27, which was designated National Police Day, the government and families of slain officers paid tribute to the "fallen heroes" of the police forces at a monument in Pretoria. Nathi Mthethwa, the minister of police, said 92 police were killed, mostly at hands of criminals, between March 2011 and April 2012.

So the distrust of police inherited from the days of white racist rule, when officers were tools of state-sponsored violence, endures almost two decades after Nelson Mandela became South Africa's first black president.

"What used to work in South Africa before was violence," Erfani said. "Whatever color spectrum you were at, it was a successful way of dealing with issues."

A look at a recent five-day span of cases posted by the Independent Police Investigative Directorate, a watchdog agency, spells out the problem.

"Constable appears in court for rape," says one entry. "Constable convicted of murder for shooting 15 year old," says another. A third reads: "Constable sentenced to 15 years for murdering his girlfriend."

Clever battery completes stretchable electronics package: Can stretch, twist and bend -- and return to normal shape

Feb. 26, 2013 ? Northwestern University's Yonggang Huang and the University of Illinois' John A. Rogers are the first to demonstrate a stretchable lithium-ion battery -- a flexible device capable of powering their innovative stretchable electronics.

No longer needing to be connected by a cord to an electrical outlet, the stretchable electronic devices now could be used anywhere, including inside the human body. The implantable electronics could monitor anything from brain waves to heart activity, succeeding where flat, rigid batteries would fail.

Huang and Rogers have demonstrated a battery that continues to work -- powering a commercial light-emitting diode (LED) -- even when stretched, folded, twisted and mounted on a human elbow. The battery can work for eight to nine hours before it needs recharging, which can be done wirelessly.

The new battery enables true integration of electronics and power into a small, stretchable package. Details will be published Feb. 26 by the online journal Nature Communications.

"We start with a lot of battery components side by side in a very small space, and we connect them with tightly packed, long wavy lines," said Huang, a corresponding author of the paper. "These wires provide the flexibility. When we stretch the battery, the wavy interconnecting lines unfurl, much like yarn unspooling. And we can stretch the device a great deal and still have a working battery."

Huang led the portion of the research focused on theory, design and modeling. He is the Joseph Cummings Professor of Civil and Environmental Engineering and Mechanical Engineering at Northwestern's McCormick School of Engineering and Applied Science.

The power and voltage of the stretchable battery are similar to a conventional lithium-ion battery of the same size, but the flexible battery can stretch up to 300 percent of its original size and still function.

Rogers, also a corresponding author of the paper, led the group that worked on the experimental and fabrication work of the stretchable battery. He is the Swanlund Chair at the University of Illinois at Urbana-Champaign.

Huang and Rogers have been working together for the last six years on stretchable electronics, and designing a cordless power supply has been a major challenge. Now they have solved the problem with their clever "space filling technique," which delivers a small, high-powered battery.

For their stretchable electronic circuits, the two developed "pop-up" technology that allows circuits to bend, stretch and twist. They created an array of tiny circuit elements connected by metal wire "pop-up bridges." When the array is stretched, the wires -- not the rigid circuits -- pop up.

This approach works for circuits but not for a stretchable battery. A lot of space is needed in between components for the "pop-up" interconnect to work. Circuits can be spaced out enough in an array, but battery components must be packed tightly to produce a powerful but small battery. There is not enough space between battery components for the "pop-up" technology to work.

Huang's design solution is to use metal wire interconnects that are long, wavy lines, filling the small space between battery components. (The power travels through the interconnects.)

The unique mechanism is a "spring within a spring": The line connecting the components is a large "S" shape and within that "S" are many smaller "S's." When the battery is stretched, the large "S" first stretches out and disappears, leaving a line of small squiggles. The stretching continues, with the small squiggles disappearing as the interconnect between electrodes becomes taut.

"We call this ordered unraveling," Huang said. "And this is how we can produce a battery that stretches up to 300 percent of its original size."

The stretching process is reversible, and the battery can be recharged wirelessly. The battery's design allows for the integration of stretchable, inductive coils to enable charging through an external source but without the need for a physical connection.

Huang, Rogers and their teams found the battery capable of 20 cycles of recharging with little loss in capacity. The system they report in the paper consists of a square array of 100 electrode disks, electrically connected in parallel.

Qualcomm announces Gobi chipset with LTE Advanced and Carrier Aggregation

Android Central

Android Central at Mobile World Congress

Qualcomm, well known for both its radio chipsets and processors, is announcing today that its latest Gobi chipsets -- the MDM9225 and MDM9625 -- are capable of LTE Advanced and Carrier Aggregation for higher data speeds. Carrier Aggregation (which isn't what you'd think) is a technology that allows the LTE radio in a device to pull down data across multiple bands of spectrum. This means that a device could simultaneously receive data over two (or more) different frequencies, combining it to give data speeds similar to what it would be over a larger chunk of a single frequency. For example, if a carrier has deployed 10MHz of spectrum in one frequency and 10MHz in another, the chip could combine those two and give users the same experience as if the carrier had deployed 20MHz of continuous spectrum in one band.

This is some nerdy radio stuff, but the end result is very important. There's a lot of spectrum out there, but it's not always allocated to each operator in the most efficient way. As networks transition between older 3G technologies and LTE, the spectrum may not be allocated in complete 20MHz blocks for use by a single network. These new Qualcomm chips let devices connect to these disjointed bands simultaneously.

These new MDM9x25 chips are manufactured using a 28nm (nanometer) process, and offer LTE Advanced with downlink speeds up to 150mbps on top of extensive 2G and 3G (including DC-HSPA+) support all in one chip. The process has already been shown off inside of a Sierra Wireless mobile hotspot, and Qualcomm says that OEM partners began sampling the chips in November of last year to make it into consumer products in late 2013.

General Motors Cars Will Be Internet Hotspots | RV Business

General Motors Co., laying down a high-stakes bet on the future of vehicle connectivity, plans to make each of its cars an Internet hotspot with a high-speed broadband connection.

Automotive News reported that by mid-2014, GM will team with AT&T Inc. to equip most 2015 models in the United States and Canada with 4G LTE broadband, the fastest type of wireless Internet connection now available. GM says it eventually will offer the service across nearly its entire global lineup.

Most in-car systems now require a linked smartphone to get Internet content such as Pandora online radio or live traffic information. GM?s plan to build in wireless capability will untether users from outside devices.

GM?s decision is the strongest signal yet that automakers are moving toward embedded solutions, rather than drivers? smartphones, to offer a faster, more-reliable connection to infotainment offerings.

Perhaps just as important, hard-wiring cars with broadband will make it easy to upgrade infotainment units without hardware changes so buyers aren?t stuck with an outmoded system a year or two after purchase.

It?s unlikely GM?s hotspots would remain active when the vehicle is turned off ? providing a household Internet connection from a garage ? but details are still being developed, a GM spokesman said.

?A lot of those types of details haven?t been finalized just yet, but like most in-vehicle technologies you can probably expect it to work for a certain amount of time after the ignition is turned off and then time out eventually,? the spokesman said today in an e-mail.

Air Conditioning Options: Central, ductless, or Through-the-Wall ...

My first choice for energy efficiency, as well as the general welfare, is to install a central air conditioning system. This system can be ?classified? so they just release the floor of the house and not both. However, you certainly should plan on both and discuss with your contractor may be more economical to install some ducting to ?get ready? to cool the floor at some point in the future.

Another option could be to install through-wall-unit air conditioner. Many larger units are available with wall mounted arm. To install, you need to cut a hole in the exterior wall and the frame in the same way you would frame the opening for a window or door. It is very important to do it right, because you will affect the structural integrity of the house. Also, such a system is very likely to cause heat loss in the winter because it is difficult to cover it to prevent cold air leakage.

A better choice, cost-wise between the central system costs and through-the-wall mounted portable, might as ductless air conditioning. I have a Fujitsu ductless air conditioning system like this in the office air system and ductless cooling I work well as a supplement to my central system, which is not fully extend office space. With ductless air conditioner, you have a fan that hangs on the wall inside the walls of your home. It is connected by a line of coolers for small compressors are externally visible, such as the central system. Accessories Compressor refrigerant to cool the inside of the fan, which circulates cooled air.

Given the above, my choice would be (1) medium, (2) ductless, (3) through-the-wall.

Regardless of what you ultimately decide, you should be sure to choose the AC unit the most energy efficient way possible. Energy Star is a great new program called Cool Your World With Energy Star @ Home can help you understand the cooling efficiency and choice.

Yoga for Thyroid ? Incredible Health Benefits of Yoga - Food Fitness ...

Posted by Jitesh Manaktala on Feb 24, 2013 in Featured, Health & Fitness, YogaGoogle+

Most women across the globe suffer from thyroid disorders. The disorder leads to many problems. Since the butterfly-shaped thyroid gland plays a major role in the endocrine system, any imbalance result in a huge number of health problems. The gland is responsible for producing thyroid hormone. The body converts and distributes the hormone to each cell. These hormones affect metabolic functioning of body system.

Hypothyroidism results in underactive thyroid gland. The condition is more common than hyperthyroidism, a condition in which the thyroid is overactive. Yoga, the ancient art of exercise is a helpful component in the treatment thyroid and managing varied thyroid conditions.

Breathing Techniques

First start with a general yoga movement. You need to follow a breathing routine that encompasses deep abdominal breathing. Lie flat on your back and place one hand on your abdomen. Now take a slow, deep breath. Observe your hand rising as you inhale. Then exhale slowly.

Once you set a foundation with a general yoga movement and breathing technique, it is easy to add thyroid-specific poses and breathing to the routine. Inhaling through your nose is one of the thyroid-benefitting breathing exercises. This helps you emphasise on inhaling on the back of your throat.

Yoga for Hypothyroid

You should be a little cautious while performing these poses. The shoulder stand yoga pose is important for hypothyroidism. Place a yoga mat or blankets under yourself when performing this exercise. First, lie back on a mat with the palms of your hands under your back. Now lift your legs and lower body toward the ceiling. Keep doing this until your shoulders, neck and head are the only body parts that come in contact with the mat. Now support your lower back area with your hands. Look at your toes without turning head.

Fish pose is also beneficial for hypothyroidism. Here, place your legs straight out and use your elbows in order to give support to your torso as you lie down on your back. Inhale while curving your chest and bending the head back. You must move your elbows down the sides of your body, toward your hips. Now gradually curve your back until the crown of your head touches the floor.

Yoga for Hyperthyroid

In case of hyperthyroidism, it is crucial that you do not overexert yourself while performing yoga exercises. The boat pose known to be very helpful for an overactive thyroid. First, you must lie on your abdomen. Now while keeping your feet together, rest your chest and forehead on the floor. Stretch your arms overhead and try to raise your legs, trunk, shoulders, arms, neck and head. Make sure you do not bend your elbows or knees while doing this. It is crucial to maintain an ached back and bend as far as you can.

Any melt of permafrost, or permanently frozen soil that covers almost a quarter of the northern hemisphere from Alaska to China, can also destabilise everything from oil and gas pipelines to buildings and roads.

"Global climates only slightly warmer than today are sufficient to thaw significant regions of permafrost," experts in Britain, Russia, Switzerland and Mongolia wrote in Friday's edition of the journal Science after studying Siberian caves.

A global rise of 1.5 degrees Celsius (2.7F) above late 19th century temperatures - less than a 2.0 C (3.6F) ceiling for global warming set in 2009 by almost 200 nations - could bring a substantial thaw as far north as 60 degrees latitude, they said.

Sixty degrees girdles the world through Siberia, Nordic nations, the southern tip of Greenland, Canada and south Alaska. U.N. studies show that temperatures have already risen by about 0.7 degree C (1.4F) since the 19th century and are still rising.

The scientists studied caves in Siberia and found a 500,000-year record of stalactites and stalagmites, rocks which only grow when water drips and so show periods when permafrost melted.

Deep freeze

In the cave furthest north at 60 degrees latitude, near the Siberian town of Lensk, they discovered that stalactites last grew 400,000 years ago in a naturally warm period.

Ancient records from elsewhere in the world, such as growth of forests in Greenland or Pacific Ocean temperatures inferred from fossils, indicated that global temperatures at the time were about 1.5 degree Celsius above 19th century levels.

"We need to study more caves, further north in Siberia," Anton Vaks, lead author of the study at Oxford University in Britain, told Reuters. He said there were worrying implications for the stability of infrastructure and global warming.

The United Nations Environment Programme (UNEP) estimates that permafrost contains about 1,700 billion tonnes of heat-trapping carbon, or twice the amount in the atmosphere.

A UNEP report said in December that permafrost had already begun to thaw in some areas and could release between 43 and 135 billion tonnes of carbon dioxide, the main greenhouse gas, by 2100.

Almost 200 nations agreed to the 2.0C limit on global temperatures above pre-industrial times - comparable to late 19th century temperatures - to avert more floods, storms and rising sea levels.

More than 100 poor nations want a tougher ceiling of 1.5 C. But it is slipping out of reach because greenhouse gas emissions are rising, especially in emerging nations led by China and India, while some rich nations are not making promised cuts.

The study also showed that the Gobi desert in Mongolia and China was likely to become wetter if temperatures rose by 1.5 C - stalactites in caves there also grew in ancient warm periods, indicating more rainfall.

A 1.5 C warming is "expected to dramatically change the environment of continental Asia, and can potentially lead to substantial release of carbon trapped in the permafrost into the atmosphere," the study said.

Ruben Barrales Hired By Republican Pac, GROW Elect, In Effort To Elect More Latinos

The Sacramento Bee:

A political action committee formed to help elect Latino Republicans to office in California has hired Ruben Barrales, a former White House aide and San Mateo County supervisor, to be its president and chief executive officer.

The group, GROW Elect, said in a prepared statement that Barrales' appointment "is part of an aggressive expansion" of its effort to elect Latino Republicans to local, state and federal offices.

The group last year involved itself mostly in local races and was a relatively small operation, spending less than $150,000. It was funded largely by Charles Munger Jr., a wealthy Republican activist.

Fans, driver injured in crash at Daytona Speedway

(Reuters) - At least 12 fans and one driver were injured after a wreck at the Daytona Speedway on Saturday when car debris flew into the crowd near the end of the Nationwide NASCAR race.

A hospital official at Halifax Health Medical Center in Daytona Beach, Florida, told the Daytona News Journal that 11 spectators were being treated in the emergency room, with two of them critically injured.

Four of the fans were on trauma alert and five were being treated as non-trauma cases, the newspaper reported.

Florida Hospital Memorial Medical Center in Daytona Beach had one patient from the crash and was expecting three more, spokeswoman Lindsay Rew said.

Debris from the 10-car crash flew into the spectator area and some fans were taken away on stretchers.

The crash sent driver Kyle Larson's car airborne, although he climbed out of the wreckage afterward, the ESPN sports network said.

Driver Michael Annett of the Richard Petty Motorsports team was being treated at the Halifax Health Medical Center and would be kept for observation, the team said in a statement.

Annett was transported to the hospital after complaining of pain in his chest and sternum and was treated for bruising on his chest and underwent a CT Scan.

The Nationwide race is an event before Sunday's prestigious Daytona 500 race. Tony Stewart won the race.

NASCAR President Mike Helton told ESPN, "Our prayers and thoughts are with everybody they (the emergency responders) are working on."

Orthodox wedding with a Ugandan Putti twist

Trudging through a bog with temperatures in the high 30s, dozens of Orthodox Puttis made their way towards the new mikveh. Onlookers from neighbouring Ugandan villages could hardly believe their eyes.

The event ? which took place late last month ? was the marriage of Ruth Muthoni, a young Orthodox lady from the Nairobi Jewish community, to Tarphon Kamya, a member of the Putti community who had recently returned to Uganda after studying at a yeshivah in Jerusalem for a year.

The pair had been introduced to each other by Simon den Hollander, a New York-based rabbinical student and matchmaker.

Many in the small Putti community are related to one another. It was therefore crucial to introduce their youngsters to members of other Orthodox communities. Ruth and Tarphon were just the first to be introduced, and will remain in the Putti community to teach Orthodox practice.

Mosquitoes Beginning To Ignore DEET Repellent

Actually, humans are continuing to evolve. Only the selective pressures are different.

The traits that are now selected for are those that are suited for our human-altered world in which dangerous things have warning labels, not those traits that used to be wonderful 20,000 years ago on the savannah, but that's the whole point.

Similarly, those who you call "genetically weak" aren't. They might have been were genetically weak on the savannah when your support group consisted of 20 uneducated protohumans, but in a world filled with medicine and technology, they are perfectly fine, and better adapted than some schmuck who puts all his energy into making powerful immune systems to destroy smallpox viruses and guinea worms that no longer exist.

FILE - In this Aug. 5, 2012 file photo, South Africa's Oscar Pistorius starts in the men's 400-meter semifinal during the athletics in the Olympic Stadium at the 2012 Summer Olympics in London. Paralympic superstar Oscar Pistorius was charged Thursday, Feb. 14, 2013, with the murder of his girlfriend who was shot inside his home in South Africa, a stunning development in the life of a national hero known as the Blade Runner for his high-tech artificial legs. Reeva Steenkamp, a model who spoke out on Twitter against rape and abuse of women, was shot four times in the predawn hours in the home, in a gated community in the capital, Pretoria, police said. (AP) ? Nike says it has suspended the contract of Oscar Pistorius.

Pistorius, the first double-amputee runner to compete on the track at the Olympics, is facing a charge of premeditated murder in South Africa in the Valentine's Day slaying of his girlfriend.

In a brief statement announcing the contract suspension, Nike says "we believe Oscar Pistorius should be afforded due process and we will continue to monitor the situation closely."

Pistorius is a multiple Paralympic medalist, but he failed to win a medal at last year's London Olympics, where he ran in the 400 meters and on South Africa's 4x400 relay team.

Nike dropped Lance Armstrong in October 2012, but stood by Tiger Woods after he admitted to infidelities and went to rehab for sex addiction.

Why game makers love Sony's PS4

Ubisoft's Watch Dogs

Ubisoft's Watch Dogs

FORTUNE -- With gaming on smartphones and tablets growing rapidly, it's not enough for traditional hardware companies like Sony (SNE) to trot out new consoles with better technical capabilities. They have to innovate. Judging from Wednesday night's spectacle of an unveiling, the Japanese electronics company did its best, playing up new social networking features that let players share gameplay to Facebook (FB) and cloud-based technology that streams games to the home.

But is that enough? Fortune asked game makers and pundits for their thoughts.

Scott Steinberg, TechSaavy?strategic innovation consultant
I applaud Sony.?They had a nice coming out party. This is pretty bold for a company that's used to operating purely on selling retail software product. They realize players' habits are changing, and so they're laying groundwork for experiences that offer software in a connected world. ?But was there anything so wildly mind-blowing and out of left-field that the world had to stop and look? Not really.?The hardware is very impressive, but hardware itself has been commoditized -- it's now about the surrounding features.

It's going to be about the software, and I'm not sure we're seeing anything that promises to reignite interest in this space. (These connected features have promise but, it's still a very nascent market.)?The pricing also has to be competitive now. Households are holding on to every dollar.?Price it too high, and oftentimes people will vote with their wallets. I'd like to see it at $299 in this brave new world. Hell, if I had my druthers, I'd price it at $249,?but that's not going to happen.

MORE:?PS4 is a win - with reservations

Yves Guillemot, Ubisoft CEO
The PlayStation 4 is going to be a huge leap forward for developers like Ubisoft and for gamers. For us, PS4 will let us push past the barriers caused by the somewhat dated architecture of current consoles and develop games that are far more connected and more immersive. We're going to use the PS4 to create games like Watch Dogs that blur the lines between the real and the virtual worlds.

For gamers, PS4 is going to mean more social and more believable games. By combining better graphics, more processing power and memory, touch and motion controls, streaming and many other recent advances into a single package, the PS4 announcement yesterday really gave gamers a glimpse of what the future of play looks like.

Kevin Chou, Kabam CEO
The PS4's new hardware specifications, instant boot and Gaikai integration are promising and give gamers a significant new system to consider. But largely, it's an evolutionary upgrade seven years after the last system.? Of note is third-party publishers' commitment to the system, including Activision's announcement of?Diablo?and [Bungie Studios's]?Destiny?for the system.?However, I think the most remarkable news was that Sony mentioned free to play for the new console because free to play represents the?biggest business disruption?in the gaming industry today.

MORE:?Sony reboots its games business

I would love to see Sony embrace free to play and provide details of how the console will embrace the dominant business model for gaming now sweeping both tablets and smartphones. Free to play enables consumers to play without making an upfront commitment before they know if they will enjoy the game. Not being fooled out of $60 because of an errant review or sizzling trailer. For the PS4 to really break through, a commitment to a business model for games that serves the consumer's best interest will be truly revolutionary in this as-yet evolutionary announcement of the next generation of hardware.

New tech changes nature of fighting crime

NEW YORK (AP) ? A 911 call comes in about a possible bomb in lower Manhattan and an alert pops up on computer screens at the New York Police Department, instantly showing officers an interactive map of the neighborhood, footage from nearby security cameras, whether there are high radiation levels and whether any other threats have been made against the city.

In a click, police know exactly what they're getting into.

Such a hypothetical scenario may seem like something out of a futuristic crime drama, but the technology is real, developed in a partnership between the nation's largest police department and Microsoft Corp., and the latest version has been quietly in use for about a year.

The project could pay off in more ways than one: The NYPD could make tens of millions of dollars under an unprecedented marketing deal that allows Microsoft to sell the system to other law enforcement agencies and civilian companies around the world. The city will get a 30 percent cut.

The Domain Awareness System, known as the dashboard, gives easy access to the police department's voluminous arrest records, 911 calls, more than 3,000 security cameras citywide, license plate readers and portable radiation detectors. This is all public data ? not additional surveillance.

Right now, it is used only in NYPD offices, mostly in the counterterrorism unit. Eventually, the system could supply crime-fighting information in real time to officers on laptops in their squad cars and on mobile devices while they walk the beat.

"It works incredibly well," said Jessica Tisch, director of planning and policy for the counterterrorism unit.

For example, officers used the system during a deadly shooting outside the Empire State Building in August. Dozens of 911 calls were coming in, and it initially looked like an attack staged by several gunmen. But officers mapped the information and pulled up cameras within 500 feet of the reported shots to determine there was only one shooter.

Analysts are cautious about the potential profits, saying that largely depends on Microsoft's sales efforts and whether any major competition arises. While there other data-drilling products made by other companies, they say the NYPD's involvement could set the dashboard apart.

"This is the kind of stuff you used to only see in movies," said analyst Rob Enderle of Enderle Group, a technology analysis firm. "Getting it to work in a way that police departments can use in real time is huge."

The venture began in 2009 when the NYPD approached Microsoft about building software to help mine data for the Lower Manhattan Security Initiative, a network of private and public cameras and other tools monitored by the department's counterterrorism bureau. Development cost the department between $30 million and $40 million, officials said.

"Usually, you purchase software that you try to work with, but we wanted this to be something that really worked well for us, so we set about creating it with them," said Richard Daddario, the NYPD's deputy commissioner for counterterrorism.

Officers were involved throughout the process with the programmers, offering advice on what they need during an emergency.

"It was created by cops for cops," Tisch said. "We thought a lot about what information we want up close and personal, and what needs to be a click away. It's all baked in there."

The system uses hundreds of thousands of pieces of information. Security camera footage can be rewound five minutes so that officers can see suspects who may have fled. Sensors pick up whether a bag has been left sitting for a while. When an emergency call comes in, officers can check prior 911 calls from that address to see what they might be up against.

Prospective clients can customize it to fit their organization.

Dave Mosher, a Microsoft vice president in charge of program management, said the company started to market the system in August and is looking at smaller municipalities, law enforcement agencies and companies that handle major sporting events.

He would not say whether any clients have been lined up and would not give details on the price except to say that it would depend on how much customization must be done.

Shawn McCarthy, an analyst with the research firm IDC, described the partnership ? and outcome ? as unusual in the tech world. "I see huge potential, but so much depends on the price and competition," he said.

No firm timetable has been set on when the dashboard will be rolled out to the entire 34,000-offficer department.

Blizzcon 2013 announced for October 8-9, 2013

Posted 19 February 2013 by Flux

Blizzcon 2013 announced today. The semi-annual event is coming on November 8-9, 2013. That?s a few weeks later than the usual October time frame, but perhaps the later season will work some magic on the usually too-hot SoCal weather and attendees can do a bit less sweating than usual while waiting in the endless line at 9:50am before the doors open. Here?s the quote, with no real specifics yet, beyond the date:

IRVINE, Calif. ? February 19, 2013 ? Gather your guildmates, muster your minions, and summon your swarm! Blizzard Entertainment today announced plans for its seventh BlizzCon? gaming convention, taking place Friday, November 8 and Saturday, November 9 at the Anaheim Convention Center in Anaheim, California. For two epic days, members of Blizzard?s gaming community from around the globe will descend on Anaheim to meet, play, and celebrate their shared passion for all things Warcraft?, StarCraft?, and Diablo?.

?BlizzCon gives us a chance to connect with our players and share our latest projects in a very personal way,? said Mike Morhaime, CEO and cofounder of Blizzard Entertainment. ?Members from all of our gaming communities have helped make this event bigger and better every time, and we look forward to meeting up and celebrating with them in November.?

In addition to serving as a gathering place for Blizzard Entertainment gaming communities, BlizzCon will offer attendees a chance to enjoy:

  • Hands-on play time with the latest versions of Blizzard Entertainment games
  • Global finals for Blizzard eSports, featuring top pro gamers from around the world
  • In-depth discussion panels with Blizzard game developers and artists
  • Competitive and casual tournaments for players to showcase their talents
  • Community contests with great prizes
  • Commemorative merchandise based on Blizzard Entertainment?s game universes
  • More activities and attractions to be announced.

  • Nothing yet about what they?ll be showing at the show. I?m personally expecting D3X to be a major feature at the show, whether it debuts there or earlier in the year, with a playable demo and lots of other fun new stuff. I suppose there will be some WoW or secret project stuff there as well, but Blizzard?s non-Diablo projects are pretty much meh to me. Your anticipation may vary, naturally.
