French court rules genocide law unconstitutional

(AP) ? France's Constitutional Council ruled Tuesday that a French law concerning the mass killings of Armenians a century ago violates the country's constitution.

French President Nicolas Sarkozy, who had personally backed the law, immediately said he would ask the government to prepare a new bill taking into account the council's ruling.

The law passed by France's parliament in December makes it a crime to deny that the killings of some 1.5 million Armenians by Ottoman Turks in 1915 constituted genocide. The council ruled the law would violate freedom of expression and speech, which are guaranteed by the French constitution.

Turkey, which says there was no systematic campaign against Armenians, has strongly opposed the French law.

The head of a French Armenian organization, meanwhile, sharply criticized the ruling, saying it was the result of Turkish lobbying.

Relations between France and Turkey have suffered since the law's passage, with Turkey suspending its military and economic cooperation with France after the lower house approval of the measure in December. The French Senate gave the law the green light in late January.

"We have been totally outraged by the Constitutional Council's decision at its very core, which is based on politics rather than on legal grounds," said Franck Mourad Papazian, president of the Council of Coordination of Armenian Organizations in France.

The measure had also sowed divisions in France, with some lawmakers expressing some of the same concerns as Ankara, notably that not allowing people to deny that the mass killings of Armenians nearly a century ago was genocide impinges on freedom of expression.

Turkey's foreign minister welcomed the decision, saying it was "pleasing that a grave mistake has been corrected by France's highest legal body."

In a written statement, Ahmet Davutoglu said he hopes France adopts "a constructive approach in regard to the handling of the conflict between Turkey and Armenia in a just and scientific manner and contributes to its solution rather than deepening it."

"Such an approach would contribute to improvement of Turkish-French relations in every field," Davutoglu said.

France's relations with Turkey were already strained, in large part because Sarkozy opposes Turkey's entry into the European Union.

Sarkozy's office said in a statement he recognized the "immense disappointment and profound sadness" of the law's supporters. Sarkozy said he will meet soon with representatives of France's Armenian community, many of whom had welcomed the law's passage with a swell of relief.

France formally recognized the 1915 killings as genocide in 2001, but provided no penalty for anyone refuting that. The law struck down Tuesday had set a punishment of up to one year in prison and a fine of euro45,000 ($59,000) for those who deny or "outrageously minimize" the killings, putting such action on par with denial of the Holocaust.

Most historians contend the killings of the Armenians constituted the first genocide of the 20th century. But the issue is dicey for any government that wants a strong alliance with Turkey, a rising power. In Washington, President Barack Obama has stopped short of calling the killings genocide.

An estimated 500,000 Armenians live in France, and many have pressed to raise the legal statute regarding the massacres to the same level as the Holocaust by punishing the denial of genocide.

Ed Helms Talks The Lorax, Hangover III, and More

Ed Helms did not write "The Hangover Part II." Ed Helms does not write for "The Office," even though he plays Andy Bernard, the newly crowned office manager at Dunder-Mifflin. By all accounts, Ed Helms is a really nice guy. That's why, as Helms promotes the new animated feature "The Lorax," I felt a smidgeon of trepidation about bringing up the plot repetition of "The Hangover Part II" -- and the ensuing critical "disdain" (Helms' word, not mine) -- as well as the mixed reviews, so far, for the first post-Steve-Carell-season of "The Office."

In "The Lorax," Helms voices the Once-ler -- a well-intentioned young man who, despite the warnings of the Lorax (Danny DeVito), winds up destroying every Truffula Tree in the town of Thneed-Ville. In our conversation, Helms discussed his affinity for the original Dr. Seuess book on which "The Lorax" is based, as well as the logging community's answer, "The Truax" (a subject that was actually cover on "The Daily Show"). And Helms addressed the complaints against "The Hangover Part II" and revealed how Andy Bernard landed the role as branch manager.

I know you've done voice work on television, but this seems like a no-brainer for you since you do have an animated voice and I'm under the impression that you like to sing.
In this case, it was beyond a no-brainer -- it was something that I actively pursued. I grew up hearing the story of "The Lorax" frequently. My mom was a huge Dr. Seuss fan and just read all of that stuff to us all of the time. "The Lorax" was a favorite. When I heard they were gearing up development on "The Lorax," I asked for a meeting and if there were any part in the movie where I might just fit in, no matter how big or small?

And then they said, "Oh, how about the lead role?"
[Laughs] Yeah. Actually, a couple of months went by and I didn't know what was going on. Then they called with that offer and I was floored and insanely excited.

It's an interesting movie because there's no true villain. I know Rob Riggle's O'Hare is kind of a dick, but he didn't cause the problems; he just capitalized on the problems.
Yeah, he's trying to preserve this status quo. And I guess that's sort of the villainous M.O. And I really love that joke at the end when [laughs] it looks like O'Hare is going to turn it around and he's singing, "Let it die!" But you're right, I guess there isn't a true villain. Which is to say that everybody is culpable. And the Once-ler is just like anybody else.

Do you think the other characters did not join in on O'Hare's song more because of the message or because of Rob Riggle's singing voice?
[Laughs] Well, Riggle is twice my size. So I'm just gong to say that he has a beautiful singing voice.

Do you like doing voice work? Were you with anyone else while recording?
It's funny, I really kind of cut my teeth in show business, if you will, doing voiceover work. But not animated characters -- just commercial voiceovers. When I lived in New York doing standup, I did hundreds and hundreds of TV and radio commercials. I mean, I'm very comfortable in that environment, a recording studio setup. Which is good, because there isn't anyone there to work with, except for the director. And for most of the movie he was via satellite in Paris, where the animation was happening. That's one of the harder things: It's not a difficult job, being an animated character's voice. But that is one of the weird sort of twists on it -- that you don't get to act in a traditional sense. You're just performing words in a void.

I'm not endorsing the use of mind-altering substances. But, for adults, this might not be a bad idea with this film. There are a lot of pretty colors and it's a little more surreal than I was expecting.
Interesting! Yeah, there's ... I just think they did an absolutely incredible job just building this world. It is visually stunning. Especially that opening number -- I just had the biggest smile on my face.

Apparently when the book came out, the logging community got very upset and they released their own book.
We covered that on "The Daily Show." We did a story on "The Truax."

I just read "The Truax.
You've got it? Wow.

I have a PDF on my laptop right now. It's really something. The author bio says that he's "an active member of the hardwood flooring industry."
Right. I'm trying to remember which correspondent covered it. It very easily could have been me and I'm just forgetting, but I don't think I did it. I think it might have been Samantha Bee who did it years ago. Yeah, it's an interesting spin.

I could live without a "Truax" movie.
Well, who knows? There would certainly be plenty of money behind it.

So you're going to do voice work in "The Truax"?
Listen, man. I'd do anything for a paycheck [laughs]. The Once-ler is the hero of "The Truax," right?

He actually is. He's comes off as this reasonable guy who explains why cutting down trees is actually a good thing. And the villain is the tree.
Oh, right! He actually is a tree.

A very evil-looking tree, I should add.
It's like, you can make a case for moderation -- having a moderate view of industry versus the environment. But, for God's sake, when you swing the pendulum all of the way back, why is that any better? Anyway.

OK, I'm going to say something, but I don't want you to take it the wrong way. I really enjoyed the first "Hangover." I didn't care for the second one, but I still liked the characters.
Totally fair.

But if it's not a repetition of the first movie, I'm still looking forward to a third one.
No, I think that's a -- I wouldn't judge anyone's opinion on it. And it's certainly nice to hear that the world of "Hangover" has enduring appeal -- these characters and these relationships and their vibes. That it is something that people relate to and want to hang out with. That is a huge compliment, regardless of preferences for one or the other. Or even disdain for one or the other [laughs].

I think that people -- and when I say "people," of course I mean "me" -- just want to see them do new things. Like when they were in Alan's room in the second film, I enjoyed that scene because it was completely new.
Right! Yeah. There was a little bit of a new energy there. I agree. That's fair. We've gotten to know these guys and we've seen how they handle certain situations and it's worth kind of mixing it up. That said: I can't really speak to the certainty of "Hangover III." It's still just sort of a work in progress as far as getting it over the finish line. But we're all hopeful.

Did you lobby for Andy's promotion on "The Office." In a, "Here's why this happening to this character would be interesting," kind of way?
I made it clear that I felt confident and comfortable taking on that role. But I certainly didn't -- as a writer myself, I'm very sort of deferential and respectful of a showrunner's vision. And also their need for to be able to make those kind of decisions privately. Kind of with an eye toward what's best creatively. The answer is "no." I did not lobby for it, but I just made it clear that it was something that i was delighted to take on -- that I'm a passionate cast member on that show, no matter what.

The reviews for this season have been mixed. Is that to be expected when there is that big of a cast member change?
I don't think that change necessarily means there's going to be sort of like tumultuous times. But I do think that we have -- you know, sometimes change is greeted with flat-out hatred and sometimes change is greeted with flat-out bliss. And maybe it's more likely that you're just going to have to have people falling on either side of it. And that's where we are. I'm insanely proud of what the show's done and we've tried some new things. We've tried a lot of new things this season. And it's not just Andy's promotion. Obviously James Spader is a huge addition and, narratively, we've wondered around in different territory. So, yeah, there's just going to be a response. There's definitely going to be a vocal response. And we're just sort of like proud to be moving forward and getting it figured out.

I know Steve Carell left before the end of last season, but then there was the big buildup to who will get the job. Did it take a couple of episodes to have the feeling of, "This is our new direction and we're starting to feel it"?
I think that it's probably a different question for the writer's room and the cast. I know that on the floor of the sound stage, everyone was just gung ho and feeling psyched and good to go from day one. Certainly Steve's departure from before last season helped us kind of feel like we had our legs before the season ended. At that point, there was no decision about who would be the branch manager, either.

So the last time I spoke to you for "Cedar Rapids," you really didn't know?
No, I didn't. I definitely did not. I didn't know until, maybe, gosh, a month before we started shooting. There was a lot of ambiguity and I think that it's a testament to the really solid friendships in that cast. That we were all just ready to roll with whatever came down. And it's been fun. It's been a lot of fun. And I'm psyched because I think there's some fun stuff ahead. So, no, I definitely did not know during "Cedar Rapids."

I thought you were just being coy.
Right! [Laughs] I wasn't being coy. I'm not coy!

Mark Hunt takes out Cheick Kongo in the first round at UFC 144

Mark Hunt made his name in combat sports in Japan, as he was a well-known and credentialed kickboxer. He thanked the Japanese fans with a quick knockout of Cheick Kongo at UFC 144.

The two tentatively felt each other out, but when Kongo came inside, Hunt met him with a huge left that sent Kongo flying. Kongo returned to his feet, then Hunt threw a right-left combo that wobbled his opponent. He followed it with uppercuts until Kongo's legs fell out from underneath him. The bout was stopped at 2:11 in the first round.

At 37 years old, Hunt now has three straight wins in the UFC and an overall record of 8-7. For Kongo, this loss stops him from getting a three-fight win streak.

What you do needs to be a workout, and that is most important. Avoid stressing over anything that is negative, and it is fine if all you do is take a walk every day after dinner. With any type of exercise, it is important to do it regularly, and to change it up some to keep from getting bored.

If you are like most people, then your life tends to be very busy and usually hectic. When this is your life, you need an exercise program, but making it a priority will be tough. Everybody knows already that exercising for the rest of their lives will bring great benefits. Somehow you need to fit exercise into your schedule when you are busy. You should be able to fit in a power walk to any schedule, even when you are traveling. Either before work or at the end of it, you can always do calisthenics, even in a hotel room. Everybody has twenty minutes at least three times a week to do something.

The exercises you choose will determine how severe the ?tear down? on your muscles is. This, of course, means that you need to space your workouts to allow adequate time for your muscles to repair themselves.

It?s very important to learn all you can about becoming fit. Search out information and study it until you are familiar with the principles of fitness. There is no substitute for concrete, reliable information to ensure your success with your health and exercise program. There are many sources of this information and it isn?t difficult to find or comprehend. You will find that you benefit enormously from learning what you can about fitness.

Remember, warming up your muscle groups by stretching is crucial if you want to prevent injury to your body. Not only that, but it is highly advised to cool down after you finish you workout. Your body is important and you want to make sure nothing you do will cause you injury, so don?t try to sidestep important steps in your fitness routine. If you do bodybuilding or weight lifting it is even more important that you stretch your muscles before you begin. The reason this is so important is because lifting weights causes your muscles to become shorter. In the final analysis, you will do just find, and get off to a great start, if you do whatever is necessary ? without rushing ? to bring your body to optimum health and fitness.

CFC substitutes: Good for the ozone layer, bad for climate?

ScienceDaily (Feb. 24, 2012) ? The Montreal Protocol led to a global phase-out of most substances that deplete the ozone layer, such as chlorofluorocarbons (CFCs). A happy side-effect of the gradual ban of these products is that Earth's climate has also benefited because CFCs are also potent greenhouse gases. However, now a "rebound effect" threatens to accelerate the rate of global warming.

Hydrofluorocarbons (HFCs), which have been used in recent years in increasing quantities as substitutes for CFCs, are also climatically very active and many are also extremely long-lived. In the journal Science an international team of researchers recommends that the most potent of these gases also be regulated. This could save the positive "side effect" of the Montreal Protocol for the global climate.

It is regarded as the most successful international environmental agreement and has, to date, been ratified by 196 countries -- the Montreal Protocol on Substances That Deplete the Ozone Layer. As a result, CFCs and ozone "killers" will gradually disappear from the atmosphere over the coming decades. And because many of these substances are also very active greenhouse gases, Earth's climate will profit from the sinking concentrations too.

So far, so good. In many processes where previously CFCs were used, these are now being increasingly substituted by fluorinated compounds such as HFCs (which, simply put, are similar substances to CFCs but do not contain chlorine and do not deplete stratospheric ozone). They are used as cooling agents in air conditioning plants and refrigerators, as propellants in aerosol cans, as solvents and as foaming agents in the manufacture of foam products. However, there is a downside to the use of HFCs -- they are also very potent greenhouse gases. HFC-134a, also known as R-134a, for example, which is used in automobile air conditioning units, is 1430 more active than the "classic" greenhouse gas carbon dioxide (CO2).

International environmental agreements can also have unwanted side effects

The reduction of greenhouse gas emissions is covered by the Kyoto Protocol. This agreement is, however, not binding for the world's largest emitter of greenhouse gases, the USA (which has never ratified the protocol), nor for threshold and developing countries. In addition the Kyoto Protocol is currently limited to the period from 2000 to 2012. No agreement has yet been reached on extending it. What this means is that the significant increase in global emissions of HFCs seen over the past few years will soon negate the positive effects on climate brought by the Montreal protocol's CFC phase-out.

This link is shown by an analysis published in the latest issue of "Science." An international team of researchers, headed by Holland's Guus Velders and including the chemistry Nobel laureate Mario Molina and Empa researcher Stefan Reimann, investigated the unintentional (positive) climate effects resulting from the Montreal Protocol. Since the year 2000 the radiative forcing (a measure of the effect on the climate of chemical substances) of all ozone-depleting substances including CFCs has remained at a more or less constant value of 0.32 W/m2, compared to a value of 1.5 W/m2 for CO2. Had the Montreal Protocol recommendations not been implemented, today's value would be approximately double this figure, i.e. 0.65 W/m2. Putting things another way, the CFC ban has prevented the equivalent of 10 billion tonnes of CO2 being emitted into the atmosphere in 2010, five times the annual reduction target set by the Kyoto Protocol.

Velders, Reimann and their co-authors fear that this positive effect will soon be negated by HFC emissions, which are currently increasing at 10 to 15% annually. In their article they state that "the HFC contribution to climate change can be viewed as an unintended negative side effect" of the Montreal Protocol. At the moment the effect is still small -- about 0.012 W/m2 for all CFC substitutes combined. But it is beyond question that radiative forcing due to HFCs will rise significantly in future as a result of increasing demand and production for these substances, above all in threshold and developing countries. The atmospheric scientists estimate that this value will rise to between 0.25 und 0.4 W/m2 by the year 2050. The greatest problem is presented by saturated HFCs, which are extremely stable and survive in the atmosphere for up to 50 years, exhibiting a long-term global warming potential of up to 4000 times higher than CO2. For Empa researcher Reimann the situation is clear: "Long-lived HFCs should no longer be used in these quantities."

A "simple" solution: expanding the scope of the Montreal Protocol

Among other things, the scientists recommend modifying the Montreal protocol so that it also covers the use of long-lived HFCs. Such proposals have already been tabled in previous years by various countries including the USA. "Since it is it is as a result of the Montreal protocol that these substances are being manufactured in increasing amounts, they could be included in the agreement too, so their use can be regulated as well," maintains Reimann. A stepwise phase-out of HFCs is technically feasible since, according to Reimann, chemical and technological alternatives are already available. In the USA for example refrigerators are cooled using HFC-134a; in Switzerland the use of this substance in refrigerators is banned and climate neutral hydrocarbons are used instead.

HP reports Q1 2012 financials: $30 billion net revenue, $1.5 billion net earnings, big drop in PC sales

HP reported results for its first fiscal quarter of 2012 this afternoon, including $30 billion in net revenue (down seven percent from the previous year), and net earnings of $1.5 billion (down a full 44 percent). Partly contributing to that drop is a slump from its Personal Systems Group, which saw revenue slip 15 percent year-over-year, and total desktop and notebook units decline a rather drastic 19 and 18 percent, respectively. The company's Imaging and Printing Group also saw a seven percent decline in revenue, with the total number of printer units slipping 15 percent. HP's services business managed to eke out a one percent growth with revenue of $8.6 billion, though, while its software business saw the biggest growth in any one area at 30 percent (that includes results from the recently-acquired Autonomy). Update: On the company's earnings call, CEO Meg Whitman laid some of the blame for PSG's decline on hard drive shortages, but also said that HP has "under-invested in innovation for the last several years" and "been late to market too often," adding that "we have to lead again." You?ll also need to enter your address, or you can have the app automatically locate you (PaperKarma?s guess was close enough).

After you?ve provided the requisite information, you simply take a photo of the unwanted post and submit it to the app. Since PaperKarma already has your address on file, it?s best to take an image that clearly shows who the item is from. PaperKarma will take care of the rest.

You can refer back to PaperKarma to see how the unsubscribe process is going, or to see if you?ve already requested removal from a particular company. Of course, it?s up to the individual companies to abide by PaperKarma?s requests but there?s no harm in giving the app a try. The service is free.

Hooters Lawsuit: Court Upholds Action Against San Francisco Bay Area Hooters Restaurants

OAKLAND, Calif. ? A state appeals court has upheld a class-action lawsuit filed by servers at several San Francisco Bay area Hooters restaurants.

The 1st District Court of Appeal this week denied a request by the restaurants' owners that the case be settled through arbitration.

The court ruled that the owners' employment agreement allowed them to seek arbitration. But it agreed with a lower court that they waited too long to demand arbitration.

The lawsuit claims the Hooters' servers were cheated out of tip money, forced to buy their own uniforms and not given proper lunch breaks, among other violations.

It covers employees who worked at Hooters restaurants in Fremont, Campbell and Dublin and the now-closed Hooters in San Francisco.

A call to the owners' attorney, Matthew Ruggles, on Saturday was not immediately returned.

Government panel considers WTC cancer claims (AP)

NEW YORK ? A government panel is considering whether a multibillion-dollar aid program for people sickened by World Trade Center dust should be expanded to include people who have cancer.

Congress has set aside a huge sum of money to pay for medical care for illnesses caused by the ash and soot released when the twin towers fell on Sept. 11. The sick can also get compensation for lost wages and a diminished quality of life.

But the program doesn't cover cancer, which scientists have yet to conclusively link to trade center toxins.

An advisory panel heard testimony in New York on Wednesday and Thursday from doctors, politicians, activists and cancer patients.

The committee's recommendation is due by March 2. Its advice can then either be accepted or rejected by the administrator of the health program.

GOP critics hit Obama's $3.8 trillion budget (AP)

WASHINGTON ? Treasury Secretary Timothy Geithner told Congress Tuesday that the president's new $3.8 trillion spending plan would impose new taxes on only 2 percent of the nation's wealthiest families and the alternative would be to seek more painful cuts in other government programs such as defense, Social Security and Medicare.

Geithner defended the new budget plan in the face of intense attacks from GOP members of the Senate Finance Committee. Republican Sen. Orrin Hatch of Utah told Geithner that the administration's spending plan would give the country a "permanently larger, European-inspired government."

But Geithner said deeper spending cuts now would damage economic growth and push more Americans into poverty at a time when the economy is still struggling to recover from a deep recession.

Geithner told the committee that the administration hopes to send Congress next week a framework for making changes in the country's corporate tax structure.

He said the administration would not offer detailed legislative language but rather broad principles for corporate tax reform. He said the administration would propose eliminating a number of current business tax breaks in an effort to lower the corporate tax rate.

The nominal U.S. corporate tax rate is 35 percent, the highest in the world after Japan, but few companies pay that much after taking various deductions.

Obama has proposed lowering that tax rate but has not said by how much it should be lowered. The president has also proposed ending tax breaks for U.S. companies moving jobs or profits to foreign countries while suggesting tax breaks for businesses that move jobs back to the United States.

Geithner did not offer any hints about what recommendations the administration will make on corporate rates in its submission to Congress.

Congress may put off the tough decisions on the budget until after the November elections, but the spending document will certainly be used as a campaign document for Obama and a key target for Republicans running against Democrats.

Republican Mitt Romney, who is campaigning for the GOP nomination to challenge Obama in the fall, called the budget Obama released Monday "an insult to the American taxpayer." GOP candidates Rick Santorum, Newt Gingrich and Ron Paul are all advocating bigger spending cuts to control the deficits, and all the GOP candidates oppose Obama's tax increases.

"The president's budget is a gloomy reflection of his failed policies of the past, not a bold plan for America's future," House Speaker John Boehner, R-Ohio, said Monday after the budget was released. "The president offered a collection of rehashes, gimmicks and tax increases that will make our economy worse."

Republicans are arguing for deeper spending cuts and a frontal assault on the biggest drivers of the deficit, the soaring costs of Medicare and Medicaid, whose already sizable costs are projected to double in future years as baby boomers retire.

Rep. Paul Ryan, R-Wis., chairman of the House Budget Committee, said Monday that he expected the Republican-controlled House would in coming weeks pass an alternative to the Obama budget that would gain control of the deficit, not by raising taxes but by curtailing Medicare and Medicaid.

"President Obama's irresponsible budget is a recipe for a debt crisis and the decline of America," Ryan said.

Obama's cuts in Medicare and Medicaid avoid cuts in benefits and instead make modest trims in payments to health care providers. In contrast, the Republican House last year approved Ryan's plan, which would essentially transform Medicare into a voucher system in which future seniors would get a fixed amount to buy medical insurance.

The Obama budget proposes spending $3.8 trillion in the 2013 budget year, which begins Oct. 1. It would achieve $4 trillion in deficit cuts in part through restraining the growth of many government programs, adhering to the agreement Congress approved in August for spending caps to achieve $900 billion in deficit reduction over a decade.

Obama's plan also proposes additional deficit reduction in order to avoid $1.2 trillion in across-the-board cuts scheduled to take effect next January.

But the president relies on $1.5 trillion in tax increases, mainly by allowing the Bush-era tax cuts to expire on families making more than $250,000 per year, imposing additional taxes on those making more than $1 million per year and eliminating various corporate tax breaks.

The tax increases all have been rejected by Republicans.

With both parties holding entrenched positions, it is very likely that no solution will be found before the November elections, with both sides preferring to use the debate to score political points.

If that occurs, Congress will probably be back in Washington after the November elections for a lame-duck session to resolve the battle over taxes and spending cuts.

Lawmakers are facing end-of-the-year deadlines when the Bush-era tax cuts on all taxpayers expire and across-the-board spending cuts will go into effect if lawmakers can't agree on $1.2 trillion in further deficit reduction over the next decade.

Let me start with the government of Guyana-initiated World Bank loan of US$10 million for the University of Guyana Science and Technology Support Project. There appears to be a misguided perception that the government of Guyana refuses to sign the World Bank negotiated loan, and that this ?refusal to sign? the loan is an indication of prevarication on the part of the government.
This is not the case. The first disbursement of this loan is conditional to the University of Guyana and the Ministry of Education establishing a Steering Committee to oversee the project as well as the University of Guyana?s preparation of the terms of reference for the project execution unit, among other conditions. Once these conditions precedent to the first disbursement are satisfied, the government of Guyana will sign the loan agreement to trigger the disbursement.
The World Bank loan has three components as follows:
Component 1:
*to produce a renaissance in the science curriculum, oriented toward the significant needs of the LCDS;
*to support basic research, in order to advance knowledge on environmental conservation and biodiversity preservation.

Component 2:
*to enhance existing laboratory facilities and infrastructure of four faculties using 14 buildings and enhancing campus-wide drainage;
*to provide the existing laboratories with essential scientific and multimedia equipment to advance science education and research;
*to install campus-wide internet network.

Component 3:
*to enhance facilities management;
*to craft strategic institutional decisions and assist with financial support.

Let me say something now about the Caribbean Development Bank (CDB) grant to highlight another development at the university.? With respect to the current institutional structure of the university, efforts are underway to transform the archaic institutional mechanisms of the university, in order to promote efficient administration analogous to that of contemporary universities. In this regard, the CDB approved a grant of US$250,000 (83 per cent) with UG matching this funding with US$50,000 (17 per cent), to guide the rehabilitation of the regulatory and operational framework of the institution. The expected outputs from this project include presenting recommendations on a relevant regulatory framework, a resource mobilisation plan, a change management programme, and corporate systems and operational procedures. Through the public tendering process, a consultant was selected, and the project will commence imminently.

As this CDB project is now in the offing, it is important to keep in mind the vast number of reports on the workings of the University of Guyana over the years. Here are some of them:
*Five-year Development Plan (1986);
*Human Resource Training and Development (IDB programme, 1991);
*UG?Academic Plan?1990 ? 1995 (1991);
*The Distance Education Department of the?Institute of Adult and Continuing Education?s?five-year Deve-lopment Plan?(1995);
*Former President Dr Cheddi Jagan?s?The Presidential Commission of Inquiry into the University of Guyana?with?40 recommendations?(1996);
*Trevor Hamilton and Associates Ltd ? the?Conceptual Programme for Improving the University of Guyana?s (UG?s)?Cost-effectiveness and Enhancement of its Relevance (1996);
*National Report on Higher Edu-cation?(UNAMAZ/UNESCO, 2002).
The many recommendations emanating from these reports indicate that there is no dearth on ideas for transforming the University of Guyana. And there is need to leverage this existing knowledge; and not throw out the baby with the bath water in light of the CDB ?s project. Nonetheless, receptivity to change is necessary and wholesome whenever that change is in the national interest.
